On August 25, 2014 (79 FR 50742), the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a Notice of Proposed Rulemaking (NPRM) in the federal register to revise the Hazardous Materials Regulations (HMR) maintaining alignment with international standards by incorporating various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, marine pollutant exceptions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements. These revisions are necessary to harmonize the HMR with recent changes made to the International Maritime Dangerous Goods (IMDG) Code, the International Civil Aviation Organization’s (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air, International Atomic Energy Agency (IAEA) Safety Standards for Protecting People and the Environment for the Safe Transport of Radioactive Material, the United Nations Recommendations on the Transport of Dangerous Goods - Model Regulations and subsequently address three petitions for rulemaking. Additionally, PHMSA is proposing to update HMR incorporation by reference of the Canadian Transportation of Dangerous Goods Regulations (TDG) to include Amendments 8 - 11 and proposing the adoption of updated International Standards Organization (ISO) standards. Comments must be received by October 24, 2014.
