On July 26, 2022 (87 FR 44944), the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a final rule in the federal register amending the Hazardous Materials Regulations (HMR) in 49 CFR Parts 171 - 180 to maintain alignment with international regulations and standards by adopting various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements. Additionally, PHMSA is amending the HMR to allow for better alignment with Transport Canada’s Transportation of Dangerous Goods (TDG) Regulations. PHMSA is also withdrawing the unpublished October 1, 2020, Notice of Enforcement Policy Regarding International Standards on use of select updated international standards in complying with the HMR during the pendency of this rulemaking. This rule is effective on August 25, 2022; with a voluntary compliance date of January 1, 2021; and a delayed compliance date of July 26, 2023.
