On August 06, 2019 (84 FR 38180), the Pipeline and Hazardous Material Safety Administration (PHMSA) published a Notice of Proposed Rulemaking (NPRM) in the federal register revising 49 CFR Part 180 covering the requalification period for certain DOT 4-series specification cylinders in non-corrosive gas service in response to a petition for rulemaking submitted by the National Propane Gas Association. This rulemaking proposes regulatory relief and a reduction in the requalification related costs for propane marketers, distributors and others in non-corrosive gas service.Comments must be received by October 7, 2019. To the extent possible, PHMSA will consider late-filed comments as a final rule is developed.
