On September 21, 2023 (88 FR 65148), the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a comment period extension notice in the Federal Register (FR) for the July 05, 2023 (88 FR 43016) Advance Notice of Proposed Rulemaking (ANPRM) soliciting stakeholder feedback on initiatives PHMSA is considering that may modernize the Hazardous Materials Regulations (HMRs) in 49 CFR Parts 171 thru 180 and improve efficiencies while maintaining or improving a current high level of safety. To fully engage with stakeholders, this ANPRM solicits comments and input on questions related to 46 distinct topics under consideration. Topics include exceptions to Emergency Response Information, Packaging, Marking and Training; Rail and Vessel Shipments; Safety Recommendations; and Clarifications to name a few. Any comments, data, and information received will be used to evaluate and potentially draft proposed amendments. Comments must now be received on or before December 04, 2023.
