NRC Publishes NUREG for RAMQC
The U.S. Nuclear Regulatory Commission (NRC) recently published NUREG-2155 to provide guidance to licensees, applicants, NRC staff and Agreement States for the implementation of Title 10 of the Code of Federal Regulations (10 CFR) Part 37, “Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material (RAMQC).” The approaches and methods described in NUREG-2155 are not requirements, but are considered to be acceptable approaches and methods to comply with the requirements in 10 CFR Part 37. Approaches and methods that differ from those set forth in this guidance document are acceptable if they satisfy the requirements set forth in 10 CFR Part 37. Licensees are free to propose alternative ways for demonstrating compliance with these requirements. This document provides guidance in the form of questions and answers (Q&A’s) for each section and each subsection, as applicable. Except for definitions under 10 CFR 37.5, “Definitions,” the section reference and its associated text appears in the box at the top of the page that begins each set of Q&A’s. A brief explanation of the rule text follows just below the box. The NRC intends the Q&A’s to provide guidance on the implementation of the rule language in the box. Q&A’s are provided for those definitions that are specific to 10 CFR Part 37. An individual who accesses an electronic version of this guidance document can navigate more easily by clicking on the hyperlinks for each section listed in the Contents pages. Hyperlinks also appear in responses to the questions to enable the reader to go directly to source material or sections of rule text referenced in the responses. Certain States, called Agreement States, have entered into agreements with the NRC that give them the authority to license and inspect byproduct, source, and special nuclear materials, in quantities not sufficient to form a critical mass that are used or possessed within their borders. Any licensee or applicant, other than a Federal entity, that wishes to possess or use licensed material in one of these Agreement States should contact the responsible officials in that State for guidance on implementing the security provisions.
