On August 10, 2021 (86 FR 43844), the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a Notice of Proposed Rule Making (NPRM) in the federal register to amend the Hazardous Materials Regulations (HMRs) to maintain alignment with international regulations and standards by adopting various amendments, including changes to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements. Additionally, PHMSA proposes an amendment to the HMRs that would allow for better alignment with Transport Canada’s Transportation of Dangerous Goods (TDG) Regulations. Comments must be received by October 12, 2021. To the extent possible, PHMSA will consider latefiled comments while a final rule is developed.
