On December 10, 2015 (80 FR 76649), the Federal Motor Carrier Safety Administration (FMCSA) published a Notice of Proposed Rulemaking (NPRM) and request for comments in the federal register on FMCSA’s proposal to revise the Federal Motor Carrier Safety Regulations (FMCSRs) in 49 CFR 392.16 “Use of Seat Belts” by requiring that passengers in property-carrying commercial motor vehicles (CMVs) use the seat belt assembly whenever the vehicles are operated on public roads. This rule would hold motor carriers and drivers responsible for ensuring that passengers riding in the CMV are also using the seat belts required by the Federal Motor Vehicle Safety Standards (FMVSSs). Please submit comments by January 25, 2016.
